My quick take;
400 users = 1 Exchange admin part time. Nothing to delegate after that. Dump the second mail system.

Some of you may remember my post about our lovely 12 Exchange servers for less than four hundred people. Well one of the tasks on my to do list has been to create a policy on Exchange administration and a plan for resetting the Exchange delegations \ security. The drivers for doing a clean up are to get the Lotus Notes calendar connector to actually work, and to have everything tidy before an upgrade to Exchange 2007.

Someone one here made a comment the other day about Exchange tasks that can be performed by someone with the appropriate rights with in AD (i.e. create mailboxes), which got me thinking that the scope is a bit wider than I originally thought. I've been goggling and searching some of the Exchange blogs to try and find some more reading about Exchange security, best practices, and people's experience doing a clean up for Exchange 2003 but haven't really found much. Has anyone got any good links to remedial actions on Exchange 2003 and the like?
