| So you say you can ping and resolve so we know layer 2-3 appears to be
fine. What happens when you telnet to a website over port 80? Does
it connect or not? Can you hit a local intranet site or default iis
page?

| What I call a repair install in the Xp era (unlike Vista's) ...I boot
from the XPcdrom, and literally lay down a new set of XPparts right over
the top of the c:\windows. You'll need a product key, and if not VL it
will need reactivation, but the data stays intact.
These days though, be prepared to reregister those MU dlls as I got into
the situation where 81 patches failed to install before I redid them.

It's been a while since I dealt directly with client machines.
Anyway, since your problem does not exist in Safe Mode, the cause is
probably higher than the winsck DLLs

We have the fix.
Removed SP2 for Windows XP
Re-install SP1 for Windows XP
Re-install SP2 for Windows XP
Apply any additional Updates
By performing these steps we were able to
get the laptop to function correctly. Still have no idea why it occurred, but
this was the fix
