Ok, so the Feature ID of the list seems to be the problem, on imported
lists that work start with {00BFEA71-E717-4E80-AA17-D0C71B360101}
Ones that don't come up start with
{75A0FEA7-70E3-40B1-B395-C06F85D0D158}
How I change this ID to the Feature ID that would work?

when you import the list from a template sharepoint will create the list
with a different ID. so u need get the that ID and open the site in SPD
to change the ID.

You'll have to recreate the list I'm afraid, I don't think there's any
way to tweak the list template itself to make it appear.

List templates are often specific to not just the list itself, but also
to the site template used to create the site containing the source list.
Was the target site created using the same site template as the source?

I have a list that was created on a dev site called Support FAQs, I
saved it as a template, downloaded it and uploaded it to the prod site
it the List Templates and when I go to create the list on prod it does
not show up, why?
