Is there a tool that you would recommend for combining GAL off two different
forests?

Depending on your needs/budgets you could go for some flavor of MIIS/ILM/FIM or just script it. IIFP as an example is free but you also have to take your exchange versions into account and whether they are supported (work) with IIFP

Quest Collaboration Services is supposed to work well for this service.
I have had multiple different Exchange Admins say that they have used
this product and were happy with it. The only kicker is that if you have
Exchange 2010, they don't have a version released at this time that will
support 2010. It will be Q3 at the earliest for their Exchange 2010
release of the product.

Well, we are now looking at FIM to see if it can help us with the synching
two forest's GAL. I will update on how that goes.
