Yea, I suspect the fact that it applies specifically to Win7 and R2 means that it was not implemented on straight 2008. However, since the KB includes the registry value that is set by this policy, you could add this to your 2008 GPO using a custom ADMX, GP Preferences Registry policy or by modifying the sceregval.inf file on the 2008 box.
