Is there another way to delegate the startup type of a service besides using CC (ChangeConf), this would be fine but it also gives whomever has access to change the service context to localsystem. -Brandon

I don't believe so, at least not through the SCuM, it isn't that granular. This maybe overkill but you could use a GPO to do this. You can configure service permissions, one of which is: Change Template - Change the configuration of a service.
