What usual causes this...is someone having two Exchange tasks
performed without waiting for replication between...for example:


Mail-enabled user is going to be converted to a mailbox-enabled user.

The tool or code of choice makes the change to the object, but in this
case takes off the mail attributes first.

The RUS sees the change and has some work to do, so it stamps
attributes, including legacyExchangeDN. BUT the DC that RUS uses still
hasn't updated (via AD replication) to show the removal of the
legacyExchangeDN when the tool cleared it, in the first step.

Since that DC thinks the legacyExchangeDN is already in use...it has
to make it unique, and stamps a random integer on the end.


You MIGHT get around that by pointing your code/tool to the same DC as
the RUS, but I've never tested that.
