We are retiring our last 32 bit Windows 2003 DC. The new DC will run the 64
bit edition. Unfortunately I cannot find a 64 bit version of GPMC and the
MS download page states that it will not run on 64 bit versions of Windows.
Is the only solution to run the GPMC from a workstation or 32bit member
server?

Yes. You shouldn't really be using the DC as your GP editing station anyway. :)

Correct.

But you can try this :

Go to *%systemroot%System32* and copy *gepedit.msc* and *rsop.msc* to the *
%systemroot%SysWOW64* folder.

If you have mdop (From your Select agreement) you could use the Advanced Group Policy Management Console. I'm running Win7 x64 with this and it works just fine.
