This paper is a best-practice recommendation for recovering an Active
Directory® directory service forest, if forest-wide failure has rendered
all domain controllers in the forest incapable of functioning normally.

If you had a forest wide disaster which rendered all DCs incapable of
functioning normally, wouldn't step one be updating your resume as a
best practice?
