I am trying to locate active directory snapshot tool (ADST.exe). where can I
find this ?

That tool is not publically available. It's only provided to Premier support customers as part of an ADRAP (Risk and Health Assessment for AD) engagement. If you're a Premier support customer you should contact your TAM to see what your options are.

However, what is publicly available is ADRAP Scoping Tool, its a tools
necessary to prepare and qualify your environment to receive a Risk and
Health Assessment Program for Active Directory (ADRAP), intended for Premier
Customers.
