Does anyone know where this is stored and can it be edited? Our organization uses password self service and asking me to add our portal site to the standard message.

If I recall correctly, it's in the gina and you won't be able to change the message unless you change the gina.  That's at least how it is for older OS.  Haven't really followed it for the newer ones.
