Azure AD premium has the capability, if you are already licensed. The Dell password manager is pretty decent. (neither are free though)

We use ManageEngine's offering, which is cheap and dirty, and I want rid of it, but it serves it's purpose until I can get Azure AD Premium in the door.

FIM/MIM is another option. I’d lean towards the Azure SSPR solution though assuming it meets all your requirements.

What is dirty about it? Anything you don’t like? Looking at this for a current client, as it’s certainly cheap! They have some other requirements that mean AAD

premium would make sense, but they need to get a few more IDM business processes sorted out before they can make it worthwhile. I think ManageEngine should tide them over for a year or two.

It's not so much me that thinks it's dirty, but the communications team, they want more design choices.  It goes in, works well, the support model is amazing; call them up, start talking to someone straight away, problem solved within minutes.

I have thought about developing one of these about a million times, but never quite got round to it. Problem is that for big shops they will get audited and all of a sudden that makes security tools like this

subject to much greater suspicion, but it could be good for smaller places. If anyone thought there was any mileage in doing it then I could look at it.
